[B] Scope of Service:

(1) Vendor needs to provide outsourced payroll, time keeping and HRIS system.
- Payroll Processing system must have the ability to handle this volume of processing and potential fluctuations stated in paragraph 2.2 within the specified time frame for turnaround, manage and process multiple city tax breakdowns and be able to provide monthly, quarterly, yearly reporting requirements, assist with metric and compliance tracking, turnover reports, provide and generate weekly and monthly reports, preferably via web reporting, with the ability to export data in to different file formats, labor allocation and cost code breakdown, maintain sick and vacation balances with monthly and yearly accruals such as perfect attendance, payroll checks must be delivered by 11:00 am on the day following payroll processing, payroll reports should be available electronically by 11:00 am on the day following payroll processing, process automatic retro-pay for pay increases that are linked to performance evaluations, produce reports that track budgeted salaries and compare/project to actual salaries, allow employees to make notes (not adjustments) to their own time record.
- Time Keeping system must have the ability to gather employee time electronically via a time clock system, computer or electronic device, limit access to clocking in/out to a certain wife connection and interface with a work order system to track city payroll tax allocations.
- HRIS and Performance Management system must have the ability to maintain a training library and allow enrollment and course tracking, maintain certifications and associated expiration dates, send automatic notifications to employees and/or supervisors for approaching evaluation dates, approaching certification expiration dates, maintain organization documents and collect electronic acknowledgement forms (employee handbook, etc.) and send reminders to complete (if necessary), maintain employee occurrences, with the ability to expire occurrences following handbook policy, track assets to include date issued, monetary value, have employee self-service access to allow employees the ability to update personal information such as tax withholding, address, contact information, have employee self-service access to view and request benefit hours, have access to custom field set up for additional compliance tracking, upload job descriptions and pay ranges, and match employees to job descriptions, maintain organizational charts with real-time data when employees terminate, hire, or move positions, process performance evaluations and link performance evaluation rating to a score that, after approval, will automatically update the payroll system rate of pay field.
(2) All question must be submitted no later than March 22, 2019.
