[B] Scope of Service:

(1) Vendor needs to provide diversity, equity and inclusion implementation consultant services to the government authority located in Waterbury, VT.
1. Organizational Values:
- Reviewing and redefining our organizational values to explicitly include DEI.
- Integrating DEI into agency’s strategic planning.
- Recommitting to DEI as an organization.
2. Governance:
- The identification of a senior manager to oversee the development DEI practices into our services.
- Develop an agency DEI committee.
- Create a DEI advisory board.
3. Planning:
- Conduct a DEI self-assessment of agency (we might want to expand on this to be more specific).
- A review of current policies and practices and how they than can be improved to support DEI.
- How to develop a plan to support cultural competency across the organization.
- How agency can involve staff, consumers and employers in the planning and implementation of DEI work.
- Review demographic data on consumers served by agency.
- Plan proactively to serve non-English speakers effectively and equitably.
4. Staff Development:
- The development of recruitment and retention strategies that reflect the diversity of the population we serve.
- How agency can provide consistent DEI training both for new staff and staff who have been with the organization for many years.
- How agency can incorporate DEI into staff supervision and evaluation.
- How we can support staff develop the knowledge and skills to serve an increasingly diverse customer base.
5. Organizational Structure:
- Assess how welcoming the agency program is to diverse populations and groups?
- Consider new outreach strategies for agency to engage everyone in our community but especially marginalized groups.
- What resources are needed to sustain agency’s commitment to DEI on an ongoing basis.
(2) All questions must be submitted no later than July 30, 2021.
(3) A pre-proposal conference will be held on August 2, 2021.
(4) Contract term will be two years.
