[*] Scope of Service:

(1) Vendor needs to provide external coaching firm services to vet, train, manage and evaluate a panel of coaches for leaders to use to the government authority located in Portland, OR.
- Recruit and select coaches using a robust set of criteria agreed upon by agency.
- Facilitate a training about agency structure, culture, and expectations for coaches led by agency HR.
- Assess and track coach effectiveness and client satisfaction, and provide this data to agency biannually (or on a different regular basis). Reporting should include usage, cost, progress, and outcomes at a minimum.
- Provide efficient coach matching services and free transfer of coaches if necessary.
- Allow agency to select and orient a consistent panel of coaches for agency clients to use.
- Include coaches with expertise in healthcare and higher education.
- Offer coaching through video, with in‐person options available post‐COVID.
- Use a cutting‐edge technology platform or dashboard that seamlessly integrates with the coaching work, is simple for clients and administrators to use, and is engaging to users.
- Be seamlessly easy for agency clients and HR contacts to work with, including:
o Billing each client’s department directly
o Responding promptly to emails and phone calls
o Providing a single point of contact who is familiar with agency’s needs
- Provide expertise in and a commitment to diversity, equity, and inclusion, including but not limited to:
o Having many coaches with expertise in DEI available
o Assembling a coaching roster that is diverse in terms of race, ethnicity, education, experience, and approach
o Consistently offering and matching coaches that are underrepresented minorities
o Incorporating anti‐bias practices into their selection and matching processes
(2) All questions must be submitted no later than August 5, 2021.
(3) A vendor notification of intent to participate will be due on July 28, 2021.
