(1) Vendor needs to provide a qualified vendor to complete the comprehensive statewide needs assessment (CSNA) according to the required focus areas for subsequent strategic and unified planning and are essential processes that help guide and direct agency programs and ensure that they are creating programs and allocating resources to meet the needs of individuals with disabilities in their communities to the government authority located in Columbia, SC.
- Agency performance;
- Needs of individuals with the most significant disabilities, including their need for supported employment;
- Needs of individuals with blindness and vision impairments from different ethnic groups, including needs of individuals who have been unserved or underserved by the VR program;
- Needs of individuals with blindness and vision impairments served through other components of the statewide workforce investment system;
- Needs of individuals with blindness and vision impairments in transition, including their need for pre-employment transition services (PETS); and
- Need to establish, develop or improve community rehabilitation programs (CRPs) that serve individuals with blindness and vision impairments in the State
