[*] Scope of Service:

(1) Vendor needs to provide Facility Condition Asessment and Energy Audit Services to the government authority located in Lansing, MI.
• Facility Condition Asessment Services
o Task 1 – Training: Consultant’s personnel participating in the FCAs(Facility Condition Asessment) will complete the mandatory training in November 2023.
o Task 2 – Pre-Onsite Orientation: Utilizing any available information provided by the agency, or other publicly available information, Consultant will for the Buildings:
- Orient itself with the Building type and expected existing conditions;
- Estimate the amount of time necessary to conduct the onsite observations;
- Provide an updated estimate of the Building area in the FCA Platform. Building areas will be used by the Program Manager to provide an estimated replacement cost for the Building.
o Task 3 – Pre-Onsite Coordination: Consultant will coordinate with the person of contact for each assigned agency/ Building to obtain additional available information and to schedule the FCAs for each Building. Scheduled assessment dates must be inputted into the FCA platform
o Task 4 – Onsite Observations: Utilizing the FCA Platform, the Consultant will make sufficient representative onsite observations of the existing conditions for the Buildings,
- Classification of the condition of each building component based on predefined definitions provided to the Consultant;
- Quantifying the amount of the observed condition based on the defined unit type of the amount of the observed conditions;
- A photographic record of the observed conditions;
- Revising updated estimate of the building area
o Task 5 – Observation Review Process: Consultant will work with the Program Manager to review, clarify, and, as necessary, update observations, per Building.
o Task 6 – Certification: Upon completion of the review of the observations, per Building, the Consultant will certify in writing
o Task 7 – Status / Monitoring: The Consultant will appoint a primary point of contact responsible for coordinating with the regional captains, the Program Manager, and for supervising the Consultant’s team members.
• Energy Audit Services
o Conduct an energy audit of agency facilities based on a modified ASHRAE Level 1 to consist of building systems such as Exterior Closure, Roofing, HVAC, Electrical, Equipment, Site Utilities, and Site Electrical. Energy Audits must be complete by March 2025
(2) All questions must be submitted no later than September 22, 2023
(3) A non-mandatory pre-proposal meeting will be held on September 20, 2023.
